The packaging says WIRE - REFLECTOR, and the NSN info says GUY, so I would assume it was a guy wire originally designed for supporting a reflector in some military system. It can be used for whatever you want, including for grounding applications (check to see if it is of appropriate gauge for your application).

Military surplus, new old stock, unused, packaging worn. There may be some tarnish on the copper.
